Comment: I saw this on the CPRE site and followed it up. I have now read the document and think the idea looks good. However I suspect many readers will be instantly against it even before they have read it. They will suspect its just a scheme to make farmers rich, which I can see it is not. You ought to make that clearer so that the idea passes the first hurdle, prejudice.
